USDC is Circle's dollar stablecoin. On Ethereum it is issued through one proxy contract (0xa0b86991c6218b36c1d19d4a2e9eb0ce3606eb48), and only Circle can mint new USDC, burn it or freeze an address.
USDC also lives on other chains, such as Solana and Base, each with its own contract, supply and blacklist. This page and its rules cover the Ethereum contract only.
Circle authorizes a few minter addresses, each with an allowance, and a minter mints USDC straight to any address. The contract logs a Mint event with the minter, the recipient and the amount, so a USDC alert also shows who received the new tokens.
To burn, the USDC to be redeemed is first sent to a minter in an ordinary transfer. The minter then burns it from its own balance, which logs a Burn event with the minter and the amount.
Circle's USDC contract has its own blacklist, run by a blacklister address Circle controls. A Blacklisted event means the address can no longer send or receive USDC; UnBlacklisted lifts it. USDC has no destroy step: the balance stays frozen in place.
The contract records that a freeze happened, never why.
